The Meeting of the Parish Council was held at The Environment Centre, Stibbington on Wednesday 1st July 2015 at 7.00 p.m.

 

Present:

  • Councillors were in attendance from 7.00 pm
  • 3 members of the public and District Cllr R Matthews were also present

 

Business Discussed

1 Opening of meeting – Cllr Beuttell welcomed everyone to the meeting
2 Apologies for Absence – to receive and accept apologies for absence – Cllrs D Price and J Wright, County Cllr M MacGuire
3 Declaration of Interest in Business to be Transacted – to receive declarations of interest – person and/or prejudicial and the nature of those interests relating to items on the agenda – None
4 Public Forum – to allow any member of the public to address the council.  Time limited to 10 minutes: Bus Trips – picking up in village, cars being left in village all day (not all residents) taking up valuable parking for people to get to use businesses.  Article to be included in Living Villages report asking day trippers to park outside centre of village ie Christie Hall Car Park or Haycock Car Park.
5 Minutes of Previous Meetings: Minutes of 5th May 2015 were approved and signed.
5.1 Matters arising from above minutes:Lights end of bridge, outage had been reported – Cllr Beuttell will check if on and advise Cllr Cawood.
6 Financial Accounts
6.1 Accounts @ 30th June 2015 after payments below taken out:Community Account – £23,758.28Business Saver Account – £18,176.80
7 To Authorise the Following Orders for Payment: all undermentioned invoices were approved for payment.
7.1 Wendy Gray (clerk’s salary) – May/June 2015 – £433.32
7.2 Wendy Gray (clerk’s expenses) – £95.52
7.3 D Knibbs – Litter pick June 2015 – £120.00
7.4 A Flatters – Emptying and Disposal of contents of Dog Bins etc – £100.00
7.5 Cambridgeshire Councty Council (street light energy) – £785.32
8 Payments made since last meeting: None
9 Planning Applications received and commented on since last meeting: None
10 Planning Application (New):15/00803/FUL – One detached dwelling (revised house type of approval 11/00874/FUL) 10 Waters Edge, Wansford PE8 6LH –  response “this application was discussed at Parish Council meeting on 1st July.  Our Chairman reported that she had been advised by Nigel Swaby that developers looking at altering design of houses, in essence do not have a problem but until we see list of total changes (Nigel Swaby did not have a list) we are unable to comment further.  Could you therefore  please let us have a list of total changes asap so that we can comment. 15/00321/LBC – Damp proof course and timber treatment.  Remedial work to comprise – damp proof course, insecticidal fluid and gel to the large beam, lintel and ceiling joists at 10 London Road, Wansford PE8 6JB – no objections raised.
11 Correspondence from residents: None.
12 General Correspondence: None.
13 Questions from Councillors:Christie Hall – trying to get grant to re roof – would the Parish Council consider giving a donation – Cllr Bradshaw to send email to ask how much funding raised so far and report back to Parish Council. Pot holes – lot of pot holes around area yet road to boat yard has been chipped and re surfaced?

 

Drains – still blocked – Waters Edge has a problem with sewerage (pumping station) which causes a problem with drains on New Lane (flooding), Anglian Water are investigating.  Parish Clerk to contact Anglian Water re who is in charge of managing sewerage system at Waters Edge, complaints from the village about unnecessary odours, report back to Parish Council with answer.

 

Tennis Court or something similar in the village – we have nothing!

 

Waters Edge – monies that may be received from HDC look to put to good use.

 

Cllr Beuttell met with Highways Authority re white lining and extending APM lines.  All keep clear signs have gone, too expensive to put down, and can only be used in vicinity of Police Stations, Fire Stations and Hospitals. 

 

14 Reports: None received.  Rebecca Avery from the Police Commissioners Office will be attending Parish Council meeting in September.
15 Date of Next Meeting: Wednesday 2nd September 2015 commencing at 7.00 p.m.The meeting closed at 7.30 p.m.
