The Meeting of the Parish Council was held at The Environment Centre, Stibbington on Wednesday, 15th January 2014.

 

Present:

Councillor M Beuttell
Councillor M Bradshaw Councillor I Turner
Councillor N Cook Wendy Gray, Parish Clerk


 

  • Councillors were in attendance from 7.30 pm
  • 4 members of the public were also present

 

Business Discussed

Opening of meeting – Cllr Beuttell welcomed everyone and declared the meeting open.

Apologies for Absence – to receive and accept apologies for absence – Cllrs Price and Wright

Declaration of Interest in Business to be Transacted – to receive declarations of interest – person and/or prejudicial and the nature of those interests relating to items on the agenda – None

Public Forum – to allow any member of the public to address the council.  Time limited to 10 minutes –

  • Bollards – are an eyesore, noticed number of people going into two properties to back onto road, increase traffic on resident’s driveway.  Some bollards damaged.

Cllr Beuttell is meeting with highways on Friday so that they can see the problem and provide a better solution.  Parish Clerk to ask PCSO to contact Cllr Beuttell to discuss/request speeding checks are carried out.

Minutes of Previous Meeting: Minutes of 6th November and 11th December 2013 were approved and signed.

Accounts @ 31st December 2013:

Community Account – £12,077.35

Business Saver Account – £18,160.00

To Authorise the Following Orders for Payment: all undermentioned invoices were approved for payment.

Wendy Gray (clerk’s salary) – November/December 2013 – £433.32

A Flatters – Emptying and Disposal of contents of Dog Bins – £100.00

Payments made since last meeting:

A Palenski – repairs to village sign £1295.  Cheque stub initialled.

Precept 2014/2015:

Proposed Budget has been circulated to Cllrs prior to meeting.  It was proposed and agreed that the Budget would remain as last year £11,000.  Parish Clerk to submit relevant request to HDC.

Planning Applications received and commented on since last meeting:

113 Elton Road

26-30 London Road

Planning Application (New):

1301951FUL – Installation of solar panels (retrospective) at 45 Church Lane, Stibbington PE8 6LP – this is second application received, response to be forwarded to HDC – “our previous comments stand”.

Correspondence from residents:

Fencing at back of new restaurant – Cllr Beuttell will speak with resident (re letter).

Questions from Councillors:

Planning Application re Hostel Farm – planning application only received by Clerk today.  Will report to Cllrs comments from Elton Parish Council who will be reviewing at their meeting on 21st January 2014.

 

One light on junction of bridge – Cllr Beuttell will get highways to look at on Friday when in village.

 

Still problem with flooding – Parish Clerk will report again and copy in Cllr M McGuire.

Report received from PCSO – abandoned vehicles (2), and (1) violence.
