Minutes of Meeting of the Parish Council was held at the Environment Centre, Stibbington on Wednesday 1st November 2017 at 7 p.m. for the purpose of transacting the business detailed below.

Business Discussed

1 Opening of meeting – Cllr Beuttell welcomed everyone to the meeting.
2 Apologies for Absence – to receive and accept apologies for absence – District Cllr R Mathews, County Cllr S Bywater.
3 Declaration of Interest in Business to be Transacted – to receive declarations of interest – person and/or prejudicial and the nature of those interests relating to items on the agenda – None.
4 Public Forum – to allow any member of the public to address the council.  Time limited to 10 minutes:

Signage – despite various emails from highways no signs have yet been placed – Parish Clerk to send a further reminder to CCC copying in both District and County Cllrs.

 

Grass verge opposite 69 Elton Road – is there a possibility that the Parish Council could arrange to cut back, very long, CCC appear to be only cutting back once a year.  Cllr Beuttell requested Parish Clerk to contact Mr Knibbs asking him to cut area of verge in question.

 

Report from Litter Pick team – rats in ditch just past Stibbington Diner – HDC/CCC notified – not sure who should be dealing – Cllr Bywater advised of all correspondence that has been going backwards and forwards.  Latest email from Finlay Flett at HDC advising looking at various issues around this area.

 

5 Minutes of Previous Meeting: Minutes of 6th September 2017 were approved and signed.

7 To Authorise the Following Orders for Payment: all undermentioned invoices were approved for payment.

PKF Littlejohn External Audit – £120.00

Community Action Suffolk – Insurance renewal – £447.69

7.1 Wendy Gray (clerk’s salary and tax) – September/October – £513.32
7.2 Wendy Gray – Parish Clerk expenses – £70.51
7.3 D Knibbs – Litter pick/2 new notice boards for BT Kiosks – £486.34
7.4 Cambridgeshire Acre – Membership Renewal – £54.00
7.5 K&M Lighting – Street Light Maint October 2017 to March 2018 – £297.13
8 Precept 2018-2019:  It was unanimously agreed that the precept request for the next financial year would be £11,000 i.e.no increase.
9 Defibrillator(s):

Defibrillators have been ordered – note to go in next edition of Living Villages asking residents to remove books etc – if not removed when Defibrillators are due to be fitted the Parish Council will remove all items and bin.  Cllr Bradshaw to obtain quote for electrics from Adrian Sewter, Parish Clerk to obtain quote from K&M Lighting.

10 Planning Applications:

Cllr Beuttell attended licensing application meeting at HDC for 12 London Road, Alcohol Licence approved.

Hutchinson’s Yard – discussion ensued re new owner who appears to be taking down walls etc without any permissions.  Adjoining residents very concerned, Parish Council Chairman and Councillor visited site to see what was going on – Chairman has notified HDC Enforcement.

 

17/01662/S73 – Variation of condition 7 etc at Stoneacre, Elton Road, Wansford – no objections raised.

11 Correspondence from residents: None.
12 Traffic Calming and Parking: Ongoing.
13 General Correspondence:

Dog Fouling Awareness and Enforcement Patrols

Working with Town and Parish Councillors

14 Questions from Councillors:

None.

15 Reports: Update from resident from Chapel Lane Cottages re Bio Fuels Plant – further meeting within the next fortnight.
16 Date of Next Meeting:

The meeting closed at 7.50 p.m.  The next meeting date to be agreed via email.
