Minutes 5th July 2017



Minutes of Meeting of the Parish Council was held at the Environment Centre, Stibbington on Wednesday 5th July 2017 at 7 p.m. for the purpose of transacting the business detailed below.

Business Discussed

1 Opening of meeting – Cllr Beuttell welcomed everyone to the meeting.
2 Apologies for Absence – to receive and accept apologies for absence – Cllr J Wright, District Cllr R Mathews.
3 Declaration of Interest in Business to be Transacted – to receive declarations of interest – person and/or prejudicial and the nature of those interests relating to items on the agenda – None.
4 Public Forum – to allow any member of the public to address the council.  Time limited to 10 minutes:


The resident of No. 12 London road, who is neither the applicant for the Planning, or issuance of an Alcoholic Licence, attended the meeting to enquire why the PC had made comments objecting to both applications.   It was pointed out that the time for consultation on the planning had passed, being the 22nd June, and the hearing for issuance of alcoholic licence was on the 25th July.   The Parish Council therefore could not comment further as this matter is now in the hands of Huntingdon District Council.   

Hutchinsons Yard – Residents living near to this site expressed their concerns about the work that was going on, in particular health and safety issues.  Emails had been received listing the issues and problems the residents were encountering.  Cllr Beuttell requested Cllr Bywater to view the site after the meeting so that CCC can be appraised of the issues.  Cllr Bywater agreed.


Drains (Anglian Water) – man came out measured distance between two drains, lorry attended site – flushed water through – area still floods.

5 Minutes of Previous Meeting: Minutes of 3rd May 2017 were approved and signed.
5.1 Matters arising from above minutes: None.
6 Financial Accounts
6.1 Accounts as at 30th June 2017:

7 To Authorise the Following Orders for Payment: all undermentioned invoices were approved for payment.
7.1 Wendy Gray (clerk’s salary) – May/June 2017 – £466.66
7.2 Wendy Gray – Parish Clerk expenses – £63.54
7.3 D Knibbs – Litter pick June/July 2017 plus emptying Dog Bins – £450.00
7.4 Living Villages Donation – £120.00
7.5 P Taylor, Internal Audit and Payroll – £150.00
8 Defibrillator(s):

Cllr Beuttell progressing, meeting with company to look at various models.

9 Planning Applications:

17/01195/HHFUL – Demolition of existing rear and side extensions to be replaced with new rear side and front extensions. This includes a two-storey side extension, two-storey rear extension, single storey front extension and single storey rear extension. High Leys Farm Elton Road Sibson Peterborough PE8 6JZ – no observations made.

10 Correspondence from residents:

HDC (request for tree works) – HDC received letter from “Stibbington Residents” no contact address/name given – HDC will visit all sites that have been identified on their mapping system in Stibbington asap.


HDC Textile Bins – already have one sited at Christie Hall.

11 Traffic Calming and Parking:

Cllr Beuttell investigating solutions.

13 Questions from Councillors:

Environment Agency (Stibbington Diner) – no further update received.


Drains – still encountering problems with drains (Waters Edge), Anglian Water are investigating but problem will continue with increased building.  Cllr Beuttell will speak with Nigel Swaby (planning).
