The Meeting of the Parish Council was held at The Environment Centre, Stibbington on Tuesday, 4th November 2014 at 7.00 p.m.

Business Discussed

1 Opening of meeting – Cllr Beuttell welcomed everyone and declared the meeting open.
2 Apologies for Absence – to receive and accept apologies for absence – None
3 Declaration of Interest in Business to be Transacted – to receive declarations of interest – person and/or prejudicial and the nature of those interests relating to items on the agenda – Cllr Bradshaw planning application 35 Church Lane.
4 Public Forum – to allow any member of the public to address the council.  Time limited to 10 minutes:Resident from Yew Tree Cottage, Church Lane submitted planning application which was turned down, not enough information was completed on application.  He would like to submit a new application and it was agreed that the Parish Council would look at this and offer any advice before submission to planning.
5 Minutes of Previous Meetings: Minutes of 2nd September 2014 were approved and signed.
5.1 Matters arising from above minutes:Overhanging trees between bend in Old Great North Road/Roman Drive – advised in September that further work was to be carried out between the bend in Old Great North Road closest to Roman Drive and Community Centre side gate – Parish Clerk to ask when this work will be done.
6 Financial Accounts
6.1 Accounts @ 31st October 2014:Community Account – £18,345.40

Business Saver Account – £18,167.74

7 To Authorise the Following Orders for Payment: all undermentioned invoices were approved for payment.
7.1 Huntingdonshire District Council, Election Costs – £105.00
7.2 Wendy Gray (clerk’s salary) – September/October  2014 – £433.32
7.3 Wendy Gray (clerk’s expenses) – £74.95
7.4 A Flatters – Emptying and Disposal of contents of Dog Bins etc – £100.00 

Precept 2015/2016 – it was agreed that we would request a precept of £11,000 the same as last year.

8 Payments made since last meeting:Excitant – Website Domain Renewal – £25.00

PKF Littlejohn – External Auditor – £120.00

9 Planning Applications received and commented on since last meeting: None
10 Planning Application (New):1401388FUL – Demolition of existing conservatory and erection of single storey replacement extension at 35 Church Lane, Stibbington PE8 6LP – no objections raised.

 

1401437FUL – Construction of a new single storey two bedroom dwelling and detached double garage on land to the rear of 69 Elton Road, Wansford, Land at and including 69 Elton Road, Wansford – no objections raised.

11 Church Lane Stibbington, Waiting Prohibited – letters had been posted to all residents within Church Lane in the first instance.  A resident had carried out an “Opinion Poll” and had spoken to all residents in Church Lane and the result was that the majority were opposed to Double Yellow Lines in this area.  The Parish Clerk will confirm the result to highways. 

It was also suggested that a letter be sent to Mr Hull with the result.

12 Correspondence from residents: note from Community Centre – we have had some problems in the village (near the Community Centre) where vehicles are turning in the centre car park (HGV’s) trying to find their way back to the south bound A1 (some damage has been caused to fences which have now been repaired). There is also lack of signage near the Stibbington Diner for vehicles also wanting to find their way back to south bound A1.  Parish Clerk to contact highways re possibility of additional signage.
13 General Correspondence: HDC – Allocation of address re 3 Waters Edge, Wansford.

The Local Government Boundary Commission – email circulated to all councillors and copies put on noticeboards and website.

14 Questions from Councillors:Light on junction and Flooding – Cllr Beuttell has a meeting will with Les Middleton from Highways on 5th November, will discuss again with him.
15 Reports: Cllr Beuttell has been assured that bollards will be going in sometime next week. 
16 Date of Next Meeting: Tuesday 6th January 2015 commencing at 7.00 p.m.
