The Meeting of the Parish Council was held at The Environment Centre, Stibbington on Tuesday, 6th January 2015 at 7.00 p.m.

Business Discussed

1 Opening of meeting – Cllr Beuttell welcomed everyone and declared the meeting open.
2 Apologies for Absence – to receive and accept apologies for absence – None
3 Declaration of Interest in Business to be Transacted – to receive declarations of interest – person and/or prejudicial and the nature of those interests relating to items on the agenda – None
4 Public Forum – to allow any member of the public to address the council.  Time limited to 10 minutes:Consultation re Yellow Lines – several members of the village had come along to express their concerns and the impact to the businesses if yellow lines were imposed.  The residents were asked to send their comments (formal objections) to Cambridgeshire County Council with a copy to the Parish Council, the deadline for responses is 14th January 2015.

 

During the course of discussions the Chair agreed to contact CCC the following morning to advise that the residents were opposed to yellow lines and close the consultation process and for them not to proceed further.

5 Minutes of Previous Meetings: Minutes of 4th November 2014 were approved and signed.
5.1 Matters arising from above minutes:Overgrown Trees at Stibbington Centre and Signage from the A1 – further correspondence received from highways re costings of signage.  Cllr Beuttell will meet with Rosie etc to discuss Trees and Signage.
6 Financial Accounts
6.1 Accounts @ 31st December 2014:Community Account – £17,661.20

Business Saver Account – £18,167.74

7 To Authorise the Following Orders for Payment: all undermentioned invoices were approved for payment.
7.1 Wendy Gray (clerk’s salary) – November/December 2014 – £433.32
7.2 Wendy Gray (clerk’s expenses) – £80.88
7.3 A Flatters – Emptying and Disposal of contents of Dog Bins etc – £80.00
7.4 D Knibbs  – Clearing footpath leading to Nene Valley Railway – £90.00
8 Payments made since last meeting: None
9 Planning Applications received and commented on since last meeting: 1401437FUL – response sent to HDC.
10 Planning Application (New):1402134FUL Retrospective application for decked balcony on west elevation The New Barn, Elton Road, Sibson, Peterborough, PE8 6JZ – no objections were raised with regard to the changes but it was agreed that a letter would be forwarded to planning department to express our concerns about the volume of retrospective planning applications that were being sent through making it very difficult for the Parish Council/residents to make comments as work already completed and would any detrimental comments we had be considered and appropriate action taken.
11 Community Cleaner/Litter Warden – to discuss feasibility and need, could be a joint venture with Wansford Parish Council – Cllr Tim Pearson from Wansford Parish Council came along to explain the situation in Wansford. 

Cllr Beuttell agreed to attend the next Wansford Parish Council meeting to discuss further.

12 Correspondence from residents:Lorries parking on the Old Great North Road, south of the exit road to the south-bound A1 – email received from resident to which Cllr Bradshaw had advised that they contact CCC highways.

 

Letter from Mary Marleu addressed to Parish Council was read out by Cllr Beuttell.

13 General Correspondence: Email from School – meeting to be set up to discuss signage for vehicles coming off the A1.  See 5.1 above.
14 Questions from Councillors:Light on junction and Floodingstill an issue note to be sent to County Councillor M McGuire.  Recently heavy rain caused flooding, water froze, slip road turned into an ice rink.  An accident occurred about a week ago on this slip road – frozen flood water may have been the cause.

 

Oil theft house next to Christie Hall – request made by resident enquiring whether a gate could be put on entrance to Christie Hall Car Park – Cllr Bradshaw will enquire at the next CH meeting.  Reminder for all suspicious instances ring 101.

 

It was noticed in Nassington Village that the shop has a courtesy sign outside asking people to park sensibly ie 2 spaces seem to be free all the time, no parking problems!

15 Reports: No report received from PCSO who has been off ill – he hopes to re commence forwarding reports now he is back at work.
16 Date of Next Meeting: Tuesday 3rd March 2015 commencing at 7.00 p.m. 

The meeting closed at 7.50 p.m.
