The meeting of the Parish Council was held at The Environment Centre, Stibbington on Wednesday, 4th July 2012 at 7.30 p.m.

Opening of meeting:  Cllr Beuttell welcomed everyone to the meeting.

Apologies for Absence – to receive and accept apologies for absence – None

Declaration of Interest in Business to be Transacted – to receive declarations of interest – person and/or prejudicial and the nature of those interests relating to items on the agenda – Cllr Styles, Planning Application 6 London Road.

Public Forum – to allow any member of the public to address the council.  Time limited to 10 minutes –

StreetLight Elton Road– still not fixed.  Cllr Beuttell reported light had been fixed and a brand new light had been installed.  Confusion arose as it appears there is another street light in need of repair between 89A and91 Elton Road.  Cllr Beuttell will look into.

Minutes of Previous Meetings:

Approval of Minutes of Meeting 2nd May 2012 – agreed.

Financial Accounts:

Accounts @ 30th March 2012:

Community Account  – £10,172.02

Business Saver Account – £18,149.66

The above figures confirmed by Internal Audit.

To Approve Annual Accounts:

Internal Audit had been carried out and the Annual Accounts for 2011/2012 were approved and signed.

To Authorise the Following Orders for Payment:

Cllr Beuttell handed in two invoices which had been sent to her for payment.  See 7.5 and 7.6

Wendy Gray (clerk’s salary) net of tax:

May 2012 £213.50

June 2012 £136.64 – payments approved

Inland Revenue (Tax for the clerk deducted from Clerk’s salary) for April/May/June 2012:

£111.02 – payment approved

Stationery/Postage/Use of Computer:

£64.85 –  payment approved

Planning:

8.1

1200901FUL – Erection of single storey courtyard extensions, rebuild of summer room to courtyard, erection of replacement porch and replacement of dormer window to western elevation at6 London Road,WansfordPE8 6JB:

The Parish Council had no objections to the proposed structural changes to the house, and felt would enhance the property.

The Parish Council understand plans are to be submitted by the vendor for a fence around the said property and would like to look at these as a matter of urgency (i.e. Public Right of Way) issue.

Website:

The website has been built and looking very professional.  The Parish Clerk will undergo training to update the website.  The website will be up and running by the next Parish Council Meeting.

Correspondence from residents:

10.1

Chapel Court Entrance:

The Parish Council discussed the email from resident of Chapel Court and their concerns regarding parking at the entrance to Chapel Court.  As the entrance road is private land the Parish Council cannot assist with either the state of the driveway or the parking situation but the residents are perfectly entitled to erect either NO PARKING or NO TURNING signs, so long as they conform to a size that would not require Planning Permission.  A response to be sent to resident.

General Correspondence:

Planning Application for 95 Elton Road is going to Appeal.

 

Littljohn LLP appointed as External Auditors for 2012/2013.

Questions from Councillors:

Cllr Styles – Code of Conduct – suggestion was made that we adopt HDC Code – all Councillors in agreement.

Cllr Styles – Waters Edge – requested that our expert look at the document regarding restrictions in occupancy.

Cllr Bradshaw – requested we contact HDC re blocked drains.

Cllr Bradshaw at Cllr Beuttell’s request will speak with resident regarding pathway that is overgrown with vegetation.

The meeting closed at8.25 p.m.
