The meeting of the Parish Council was held at The Environment Centre, Stibbington on Wednesday, 7th September 2011 at7.30pm.

 

Present:

Business Discussed

1

Opening of Meeting: The Chairman, Cllr Beuttell declared the meeting open at 7.30pm.

Apologies for Absence: to receive and accept apologies for absence – all councillors in attendance.

Declaration of Interest in Business to be Transacted: to receive declarations of interest – person and/or prejudicial and the nature of those interests relating to items on the agenda – Cllr Bradshaw Item 10 (has business dealings with individual.  Cllr Styles Item 10 (land in question owned by neighbour).

Public Forum: to allow any member of the public to address the council.  Time limited to 10 minutes – Cllr Beuttell requested at this point that if any one had questions relating to item 10 would they please leave until we get to item 10.  White Lines – ongoing matter. 

Mr Stuart-Mogg requested could item 10 be brought forward as most residents had come to the meeting to discuss this issue.  Cllr Beuttell asked if other Councillors were in agreement with this and they all agreed it was a sensible idea, Cllr Beuttell then moved the meeting to item 10 – see below.

Minutes of Previous Meetings:

Approval of Minutes of Meeting 5th July 2011 – the minutes of 5th July 2011 were agreed as correct.

Planning:

7.1

1100882FUL – Erection of storage building, change of use from office to live/work unit and minor external alterations to building.  Proposed helipadLandNorth East of Leys House, Elton Road, Sibson – no response received from HDC.

7.3

1101311/FUL – Proposed Garage and Store at Mont House, 21 Great North Road, StibbingtonPE8 6LR– no objections raised.

1101359/FUL – Installation of solar photovoltaic system to roof of garage at Old Castle Farm House, 45 Church Lane, StibbingtonPE8 6LP– no objections raised.

1100874/FUL – Erection of 4 dwellings to replace 3 dwellings previously approved on Land at Waters Edge, Elton Road, Wansford – on agenda for 19th September 2011 under Applications requiring reference to Development Management.

Wansford Cricket Club: still awaiting response.

Play Area: Wansford Parish Council had enquired if there was any area suitable for a small children’s Play area this side of the Bridge.  Initial enquiries had been made with the Haycock Hotel in the first instance but unfortunately the answer was no.

Footpath – Wansford/Stibbington – Erection of Gate and Fence.  Open to Public Discussion.  Cllr Beuttell asked resident Mary Marlow if she would start the discussion.  Mary Marlow was asked back in 2001 to volunteer look after footpaths in the village.  The footpath in question is not an official one that she looks after. 

 

Mr David Stuart-Mogg (our local historian)  read out his report for the benefit of members of the public on the history of the footpath (this report had been circulated to councillors prior to the meeting).

 

The Parish Clerk had received a number of Public Rights of Way Evidence forms from individuals who regularly use the footpath giving them access to the river for kayaking.  Some of these individuals who attended the meeting gave an insight as to their use of the river and that they had now been told that they could no longer use the footpath.

 

A few members of the public aired their views for and against the closure of the footpath and the following questions were asked:

 

  • Is the owner of the property at the meeting – the owners were present.
  • Who owns the land?
  • Is there a Deed of Transfer?
  • Do we have evidence – no evidence was offered.
  • Was planning permission received for permission for fence to be put up?
  • Are the Environment Agency aware that pathway has been closed?
  • As the pathway is in a conservation area has the Conservation Officer been advised?

 

Cllr Guyatt made the suggestion that perhaps a meeting should be arranged with all parties i.e.  Footpath Officer, District Council, Conservation Officer, Landowners, Kayacking Club and Parish Council to try to come to a satisfactory conclusion to establish satisfactory answers to the above questions.

 

It was agreed that a meeting would be arranged with all of the above at the earliest opportunity.

Correspondence from residents:

Stibbington Centre – Removal of Trees/Replacement Fencing – the Head of Stibbington Centre had requested some form of fencing be reinstalled after the felling of dead trees had left the area very open.  The Contractor who felled the trees is looking into this for the Centre.

 

White Lines – concern again expressed by a resident re parking where new white lines have been placed and that someone was placing cones to stop people parking which is illegal.  Cllr Beuttell will now take up with Highways.

Questions from Councillors:

Cllr Bradshaw raised the question of the Parish Plan – Mr Clarke, Councillor from Wansford explained that due to a change in legislation most councils are waiting for information on what the changes are before progressing further.  Agenda item for next meeting.

Reports: Report received from PCSO B Chamberlain, all Councillors made aware of contents.

 

Councillor Training – will take place on 20th, 28th and 29th September in Wansford Community Hall.

 

The meeting closed at 8.40 p.m.
