These applications have been discussed at Planning Meetings during 2007.  Some applications have been discussed during scheduled Parish Council Meetings, and they are included in the Meeting Minutes.

The meeting of the Parish Council was held at The Environment Centre, Stibbington on Thursday 4th January 2007, at 7.30 pm.

Present:

Councillor Stephen German, Councillor Mike Bradshaw, Councillor Andy Coe, Councillor Peter Gatheral, Councillor Jenny White, Councillor Ian Turner

Councillors were in attendance from 7.30 pm

There were no members of public in attendance, during the open forum; however, an email had been received from a local resident concerned about the planning application that was to be discussed. The contents of the email were noted and discussed by all present.

The Chairman, Councillor German opened the meeting at 7.40 pm

Discussion took place. Councillors believed outline planning permission may have been granted on this site in the past.Recommendation;

The planning application was supported as it was felt that the proposal was in keeping with the existing surrounding properties.

The meeting of the Parish Council was held at The Environment Centre, Stibbington on Thursday, 1st March 2007, at 7.30 pm.

Councillors were in attendance from 7.30 pm

There were 5 members of public in attendance, during the open forum; however, 2 emails and a letter had been received from local residents concerned about the planning application that was to be discussed. The contents of the emails and letter were noted by all present.

Several questions were asked by the members of the public

One resident introduced himself as he had recently moved to the village and the Councillors present introduced themselves

The plans were discussed and the differences noted between what was proposed and what already existed.Recommendation;

The council recommended that the application be approved as the planned conservatory replaces a smaller one already on site and does not significantly change how the building looks externally.

The site has had outline planning permission since June 2005. Ownership of the land changed in December 2006. Discussion took place as to how the plans had changed from the previous planning application considered in January 2007. Parking problems were discussed.Recommendation;

The council recommended approval, however, concern was expressed about the loss of parking area and loss of a garage space. This further reduces the amount of parking available within the boundaries of the plot. There is no roadside parking.

Work Planned: erection of 2 detached dwellings, alterations to access, parking barn for numbers 16 to 24 Elton Road, Wansford and boundary improvement
Recommendation;It was felt that the development would be a positive enhancement to the local area. It would not go beyond the existing build line. There would be no detrimental effect on the local street scene and would have no impact on crime in the area.

Name: Mr and Mrs R Facer
Address: Stibbington Hall, Church Lane, Stibbington
Work Planned: alterations and extension to Coach House to form one additional residential unit and garage.
Recommendation;Listed building consent had already been approved by the council. The recommendation remains the same.

The application is in keeping with the existing buildings and will bring back into use disused buildings.

However the Parish Council is anxious that this will not set a precedent for any future development within the grounds of Stibbington Hall. Concern was also expressed about the treatment of the double door to the front elevation of the Coach House. Whatever material is used needs to be in sympathetic to the surrounding buildings. Sole use of glass was questioned.

Address: land at 83 Elton Road, Stibbington
Work Planned: Erection of one detached dwelling
Recommendation:Discussion took place about the plans and a site visit was organised.

The Parish Council recommended approval because the development would replace commercial buildings in the middle of a residential development and would therefore enhance the local area.

However, concern was expressed by the council and a local resident that the dormer windows in the roof of the second storey would directly overlook a neighbour. If the design of this storey is turned around to face the opposite direction any problem would be averted.

The meeting of the Parish Council was held at The Environment Centre, Stibbington on Friday, 24th August 2007 at 6.30pm.

Councillors were in attendance from 6.30pm

7 members of the public attended and were invited to ask questions or comment on the planning application being considered

Comments included; the problems already with drainage/sewerage encountered by residents living in close proximity to the proposed 2 new dwellings, the problems with the existing property that have not been resolved, the amount of traffic and parked cars already using the access road.

The Vice-chairman, Councillor P Gatheral opened the meeting, at 6.30pm.

Address: 11 Great North Road, Stibbington
Work Planned: Demolition of one house and the erection of 2 detached houses.
Recommendation:Discussion took place and all councillors present agreed that they recommend that the application should be refused as the size of the plot is not large enough for 2 dwellings and it is unlikely that the current existing infrastructure, especially sewerage, would be able to sustain further development.

Work Planned: extension to dwelling to be used as a boat store/garage
Discussion took place regarding the whole development at Water’s Edge and then the individual application was discussed.Recommendation; Councillors made no observations in favour or against the proposal.

Councillors are concerned that in allowing this development it might set a precedent for future development on the whole site which may result in over development.
