These applications have been discussed at Planning Meetings during 2009.  Some applications have been discussed during scheduled Parish Council Meetings, and they are included in the Meeting Minutes.

The meeting of the Parish Council was held at The Environment Centre, Stibbington on Tuesday, 3rd February 2009 at 7.30pm.

112.1 Stibbington Diner update and proposals – following a meeting held on 28/1/09 with representatives from the parish council, district and county councils, CCC Highways and the police and Mr Taylor from the Stibbington Diner regarding the condition of the road outside the Diner. Mr Taylor outlined his long term proposals for alterations to the car and lorry parking. He discussed the drawing that he made in detail. At the moment the surface of the lorry park is not suitable. Substantial investment is needed to address the problem of the surface to the lorry park which Mr Taylor is prepared to do if there is support for the changes. An area of land does not yet have permission to use as a lorry park, but this should not pose a problem. The number of lorries able to park is likely to be increased.The parish council does not see the proposal as a problem in principle. All discussion was without prejudice. County Cllr McGuire will speak to CCC Highways to see if they have any objections in principle. Mr Taylor will then arrange to have proper plans drawn up and apply for planning permission. The usual consultation process will be undertaken. Also under consideration is signage, including a weight limit restriction on the road to NVR. This will be included in any planning application. Cllr McGuire will liaise directly with Mr Taylor.

Meanwhile the potholes in the road are getting worse and the above is likely to take some time to implement. CCC Highways have already been approached to address this.

113.1 PCC new sites proposed for mineral and waste development – consultation ends 9/3/09. This is a joint initiative with CCC. Of concern cpuld be the movement of heavy vehicles in the local area. Kings Cliffe site the only site in the vicinity. |Clerk to check whether the CCC plan received. No further comments were made.
113.2 Hunts DC – gypsy and traveller sites development plan document. Consultation ends on 27/2/09. The parish council needs to be alert to any proposals. Every District Council has to look at possible sites. Concern was expressed about adjoining authorities’ plans following the PCC proposal for a site in Wansford in November 2008. Clerk to write to HDC regarding this.

It was decided by all present to recommend refusal because the proposal would be visually intrusive.  It is not aesthetically in keeping with the character and appearance of the development.

Recommend approval because the proposal would be aesthetically pleasing and enhance the image of the locality.

Previously under planning application 0802570FUL on 28/10/08 the parish council also recommended approval ’would improve the site visually including the local street scene’.

However again the proposal does not state whether the mobile home currently on site would be retained or not.  This too was mentioned 28/10/08.
